A primeira cooperação pós-independência entre o Quénia, o Uganda e a Tanzânia (Cooperação da África Oriental) foi lançada em 1967, mas foi desmantelada em 1977. Os principais factores que contribuíram para o colapso da primeira EAC foram sobretudo políticos e económicos. A tese identifica as diferenças ideológicas como um fator importante, uma vez que os três países membros adoptaram políticas políticas e económicas diferentes com base na tendência ideológica de cada membro. O Quénia adoptou uma via de desenvolvimento industrial capitalista, enquanto a Tanzânia era socialista e o Uganda se caracterizava por tendências despóticas e ditatoriais na sua liderança. Esta situação criou diferenças ideológicas e políticas que contrariaram os esforços de integração formativa na região.
